See picture. Only the upper part of water gets glowing effect, it should be to either all of the water source or glowing shouldn't apply to water at all

I'd just like to add on that this is more noticeable if you set the time to midnight. Run the following command to see this more clearly.
/time set midnight
I'd also just like to add on that the sculk sensor does not have to be waterlogged for this issue to occur. It can be placed just above the water and you can still encounter this problem. Additionally, it also applies the "glowing effect" to the under side of the water as well.
All light-emitting blocks will has glowing texture, sculk sensor emit 1 light level when actived, so may intended.
