[MC-208601] Axolotls do not avoid danger when pathfinding

The bug

When an axolotl is pathfinding, it does not avoid danger.

How to reproduce

Create a pool of lava
Spawn a bunch of axolotls around the lava
Notice how some of them pathfind into the lava

Hi @unknown, I'm able to reproduce this issue in 21w20a using the following setup. Simply summon an axolotl on the diamond block and you should be able to reproduce this. I've also attached an updated video that demonstrates this behavior in 21w20a. If you still can't seem to reproduce this, I'm willing to attach a world file. 😃
