The bug
Generation bug where in badlands biomes, terracotta generates in caves deep enough where its obvious its not supposed to be there (y=18 in the screenshot provided.) In this case it generated near an aquifer, I'm not sure if that's aquifer specific or it happens in other cases as well.

This issue is much less severe 1.18 Pre-release 2, but still exists to an extent. Here's some information regarding how you can go about reproducing this in 1.18 Pre-release 2.

I'm still able to reproduce this issue in 1.18 Pre-release 6 and found some terracotta generating in caves at low altitudes such as at y=17, so I'm requesting for this ticket to be reopened. As stated in my above comment, this issue is much less severe than it originally was when it was first discovered, but still exists to an extent. You can use the information provided below to reproduce this in 1.18-pre6.

I think this is caused by MC-236613. If not it is very closely related
