The Bug
Mycelium can now support flowers, saplings, nether vegetation & sugar cane to be placed on it on it despite in previous versions only allowing mushrooms to be placed on it. Also based on MC-171446 Nether vegetation should not be able to be placed on Mycelium
Possible Fix
This was added to the #dirt tag so removing it will fix this issue

Connor Steppie I agree. I think this is a bug on Bedrock, not Java.
I'd consider this intentional - MC-168262, MC-168264 and MC-168265 are all very similar to this case and have all been triaged, implying that them not being able to be placed in those blocks is unintended, so this should stay.
