Redownloading Minecraft (and server) fixes this.
I got into my 1.6.1 world in the 1.6.2 prerelease and was attacked by 3 baby zombies (not villager baby zombies)
Knowing these shouldn't spawn like this I switched to creative mode and gave myself a Spawn Zombie.
I spawned over 9 baby zombies from the spawn egg and 1 villager baby zombie.
This breaks the game's normal gameplay and should not push 1.6.2.

Okay, somehow when I logged out and logged back in it was fixed and Zombies and Zombie Pigmen Spawned as adults... I don't know what's going on..
I guess you can mark this fixed version 1.6.2.. but Unless they fixed it by updating the code like they do crash version, wouldn't they tell you guys?
I am not having the same results as you and I just downloaded the latest snapshot as of 10:52 A.M. EST (Eastern Standard Time) today of 7/5/2013.
The first way by spawn eggs. Baby zombies only appear every 10 or so spawns in survival and creative.
The second way I spawn more than 2 worlds, one superflat and the others normal worlds, and I couldn't find one baby zombies natural spawn at night time in survival or creative.
I'm getting a mix of babies and normal zombies, but mostly normals. I'd bet the rare addition of baby zombies into the mix is a feature, not a bug. It's neat, and I'm curious to see if I'll have to re-engineer any spawner traps as a result.
(edit: looks like baby zombies are slightly taller than one block, so they aren't escaping my drop traps.)
