World border does not visually fade when far outside of it, causing glitchy moiré patterns

When within the world border, and approaching it, it gradually fades into view. This is not the case when outside the world border and approaching it - it always appears at full intensity and results in weird moiré patterns.

This can be tested by moving the center of the world border a few hundred blocks.
