Structure block annotations are not visible through translucent blocks on Fast/Fancy graphics

Closely relates to MC-188529 and MC-198103.

May be fixable by changing highlighted invisible blocks to use block models rather than special rendering,. I'm not sure how the big structure outline would be fixed though.

Surely this is just Fast/Fabulous working as intended? The whole point of Fabulous is for everything to be visible through transparent blocks, using Fast/Fancy graphics means you need to compromise on that.

Actually, reloading seems to have reinstated the bug, so it likely is based on some sort of age order.
