This bug happens because the game registers goat attacks as "one hit kill shot", even though the target is still alive. One hit killing will still cause piglins, hoglins and piglin brutes to retaliate. The only workaround I think should be working is to either "secretly" adding goats to their friends, or make the game attempt to completely remove "the attack owner".
