[MC-231380] Turtles sometimes move up in the air before laying eggs

Turtles sometimes can move up in the air and stand atop their eggs before they are actually placed in the world.

I wasn't able to reproduce this in 1.21.3, although, it could just be difficult to reproduce

In the video provided it seems as though the turtle on the left side moves on top of the turtle eggs on the right before laying its own eggs. Could this what's happening here?
