The bug

Note blocks placed on raw metal blocks all play the bass drum sound. This might be intended as they could be considered ores, but I made this report just to make sure. Since the raw metal blocks not making the same sounds as their metal counterparts is considered a bug (MC-223153, MC-223331), I would expect that note blocks placed on those blocks played the same sounds as the metal blocks.

The bug is still here in 1.19 pre4

Raw "metals" are minerals, no metals. To get the metal you must smelt the items in a (blast) furnace.

So I think is correct that the sound is like a mineral (stone), not a metal.

Can confirm in 1.20.4 and 24w09a

I don't understand why my bug reports MC-269050, MC-269051 and MC-269054 are resolved as a dupe of MC-171083 but this bug report doesn't.
