When an azalea tree generates on red sand it doesn't replace the surrounding red sand with rooted dirt

The rooted dirt would replace the red sand

Not a duplicate, relates to MC-238360.
I believe this is currently blocked by MC-241278.
I can confirm this behavior. I was able to reproduce this on the same seed but with different coordinates.
