World border is not visible through the water surface

When above water, the world border is invisible underwater. When underwater, the world border is invisible above water.

What are your graphics settings like? If graphics are not set to "Fabulous!" there can be strange rendering with multiple layers of transparency; see MC-222100.

Confirmed on Fast and Fancy graphics. The world border renders in on fabulous.
