The Bug:
I summoned a drowned on surface and it was not attacking me at all, and just disregarded my existence.
How to reproduce:
1) Open a world
2) Go to survival
3) use /summon drowned command or give yourself a drowned spawn egg
4) Watch as the drowned just doesn't acknowledge that you exist
Observed Behavior:
The drowned ignores the player
Expected Behavior:
The drowned would not ignore the player and will attack it in attempt of killing them

That it is current behavior doesn't make it intended. It does sound off.
Do you have a Mojang statement of this being intended?
Well, no, I just thought that since this was always the case, it should be intended. Otherwise, they would notice while, like, playing the game for five minutes.
I remember Mojang stating that Drowneds will only attack if you're in water (unless it's night) when 1.13 was first released, but I haven't managed to find the source.

Works as Intended. Drowned only notice the player if it is night time or if the player enters water while the drowned is in water.
