[MC-253476] Item cooldowns visually reset when changing dimensions

When going through dimensions items with cooldown it resets to 0. This affects goat horns, ender pearls, shields, etc... When traveling through a nether portal or the end portal, (switching dimensions), items reset their cooldown.

Can confirm in 1.19.1. I believe the issue here is that items' cooldown value isn't saved to NBT.

Also happens when saving and quitting the game. Item cooldowns ought to be saved to NBT.
