Summary:
Cats that are on fire give you raw chicken instead of cooked chicken if they give you a morning gift. Relates to MC-199065, MC-70738 and MC-102269. The attached loot table fixes this.
Steps to reproduce:
Summon a fire resistant cat that is on fire using this command:
/summon cat ~ ~ ~ {Fire:999999,ActiveEffects:[{Id:12,Amplifier:0b,Duration:9999999}]}
Run
/gamerule doDaylightCycle true
if it is set to false, since cats don’t seem to give you gifts if the gamerule is disabledTame the cat
Run
/time set midnight
Sleep in a bed so that the cat gives you a gift
Repeat that process until you get chicken
Observed results:
You get raw chicken despite the cat being on fire.
Expected results:
You would get cooked chicken since the cat is on fire.

While the cat is "bringing" you the chicken it would be on the burning cat and therefore hot and therefore it should be cooked.
You do make a good point. When a mob is ignited, it normally ignites other mobs that it attacks, so yes, I see where you're coming from. This issue also affects 1.19.2.

Hypothetically speaking, in order for a cat to return cooked chicken as a morning gift, the chicken itself must be on fire and not the cat. Nonetheless, I can confirm this behavior though, in my eyes, this seems intentional.
