I think it's because in 1.19.4 the elytra is always fully opened(which in 1.19.2 it doesn't,when you are diving down it close a bit.it only fully opened when you are swimming up)So maybe when you are trying to dive down in 1.19.4,the game still consider that you are still swimming up,which makes you unable to dive down.I don't know if it also affect swimming up with elytra opened

Confirmed. The reporter's 1.19.2 video shows the use of a modified client, but I can confirm, the same behavior is present in vanilla.
This also affects whether a player gets the Dolphin's Grace effect applied - previously if you entered water with an elytra activated, and went near a dolphin, it would give you Dolphin's Grace.
Now, if you do this, you have to touch the bottom (to deactivate the elytra) in order to get Dolphin's Grace.
This is a big pain for me with a dolphin's grace-based transportation system, because I often enter it from the air, and this bug makes it more fiddly to get going.

Swimming needs to sprint in water, but when elytra is active you can't sprint even in water.
It's present in every version since the afformentioned 23w07a, including other snapshots, prereleases, release candidates, 1.19.4, 1.20, 1.20.1, 1.20.2, 1.20.3, 1.20.4, 1.20.5, 1.20.6, 1.21, 1.21.1, 1.21.2, and 1.21.3, meaning it has existed for numerous versions in a row.
This bug makes the elytra experience incohesive with swimming, even incompatible if you wish to use the word. I really hope this gets resolved at some point in the near future.
I´m pretty sure this bug already existed in 23w07a, at least I´ve seen it in a Youtubers video
