The glint on enchanted items do not slow down when using the /tick command

When you slow down time by doing the /tick rate 1.0 or 2.0 or other times, then the enchantment glint on enchanted items and books do not slow down along with time.

This is inconsistent with the clock and compass "searching" animations, which slow down when the tick rate is lowered.
