Expected:
Trials chambers should generate regardless of being partially generated due to previously loaded chunks from previous versions.
Observed Results:
Trial chambers partially cut off in any way from previous versions will fail to generate completely.
Steps To Reproduce Roof:
Start a Minecraft world in a version before 1.18 (preferably 1.17)
Teleport to a location where know where a trial chamber is
Exit the game and load the world in 1.21
Go into spectator mode to see the observed results.

Actually Bedrock Edition is doing this, but it is causing some issues: MCPE-182640.
This is almost definitely intended; Mojang doesn't want cut-off structures caused by world upgrading.
I don't understand why Mojang wouldn't want this feature, as trial chambers already are partially generated in Minecraft Bedrock. Also, partially generating trial chambers would provide the ability for much closer trial chambers in long term survival worlds. The difference between finding a reasonable trial chamber could be thousands of blocks because of this bug (which is my case).
The behavior occurring in Bedrock Edition is tracked at MCPE-182640, which has an ADO, which means Mojang is working on it, so it is a bug.

After consideration, the issue is being closed as Working as Intended.
Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.
