Camera movement usually remains real time regardless of tick rate.
This changes when you're mounted however. You still retain real time control of your view vertically, but your horizontal inputs are processed weirdly.
Steps to reproduce
Get in a minecart
Set tick rate to 1
Try to look around
Observed results
You cannot freely look around as you would normally
Expected results
Being in a mount wouldn't change how the camera works
