This used to also happen with paintings. I'm not near my minecraft computer ATM to double check but i believe the issue is still there.

Paintings are entities, so that makes some sense.

Arn't placed signs entities as well? thats why they can be placed at any angle in relation to where the player is facing when placed as well as on walls.

Edit: NVM on signs being entities, but since they kind of have the same weird properties of allowing the sign to move inside of itself it might be related.
