25w41a and onwards allow most debug-related hotkeys to be rebound, however these three do not appear to have been accounted for, for some reason. These can still be toggled manually from the F3+F6 menu.
It would be expected that there would be entries for these in the debug section in Key Binds alongside all the others, even if they would start off unbound by default.

This is a feature request because the affected hotkeys are only available when using -DMC_DEBUG_HOTKEYS, and adding key bind options to the game that only exist based on the presence of a specific debug property would require quite a refactor in the code to be worth it for something that's just debug code (which is not meant to be used for normal play). The two issues you mentioned are about fully supported features.
MC-308127 also concerns a debug hotkey, and yet it was triaged by Mojang, so according to this evidence at least it appears that simply being related to a hidden debug feature doesnβt inherently invalidate a report. There is always the possibility that this specific report was given a case-by-case exemption, but that cannot be assumed for certain.
