Either working as intended and enormously flawed, or there's a bug in Luck of the Sea.
According to the wiki, is doesn't raise the change of treasure, but reduces the appearance of "junk".
the "bug" stems from my suspicions of the enchant categorizing "treasure" as "junk".
My tests have shown that poles enchanted with LotS III catch a lot of fish and very little items (from either category) while poles with no enchants are more likely to catch items (regardless of category).
Maybe a tweak that could be done is make LotS affect the rate at which items drop from the treasure category. This is most likely what people thought when the enchant first came out anyway.

You completely misread my post.
You or the wiki never mention it's function to also reduce treasure as well as junk.
As it stands now, you get pretty much nothing but fish with this enchant.
If that's the intended function, then it's seriously flawed and needs fixed.
Decreases odds of catching worthless junk
Lowers frequency of "junk" catches by swapping them to fish.
Therefor, the likely hood of fish drastically increases, which is what Luck of the Sea would do. The treasures are unrelated to this.
I feel like I'm being trolled when all I'm doing is trying to report what I feel is a bug.
I know what LotS is supposed to do, this is why I'm reporting.
Compared to a normal rod, the amount of treasure caught is about half.
For example a plain jane rod with no enchants got me a name tag, 2 books a saddle, an enchanted bow and an enchanted rod. This is along with fish and junk.
A LotS rod got me a name tag and a saddle a ton of fish and about as much junk as the normal rod.
Is it clear now?
These averages are solid through 7 of each rod in testing and 3 in my survival world.
Is this still a concern in the current Minecraft version 1.8.1 Prerelease 3 / Launcher version 1.5.3 or later? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
Should not be the case anymore as loot tables are used now and Luck of the Sea acts like normal luck.
I am having the issue of my lots 3, lure 3, unbreaking 3, mending fishing rod not catch any treasure after fishing for many more than 6 hours.
This is currently the intended behaviour. According to the wiki, it also says that junk is replaced with fish, hence the increase in fish when using it.
