When stairs are placed next to other stairs in certain configurations, they sometimes change into corner stairs and sometimes do not. Does not appear to be related to direction.
See the attached images. In both images I've placed a ring of stairs, and subsequently placed three stair blocks along the side(s) of that ring. The outer 2 of these 3 final stair blocks inconsistently change to corner stairs, as shown. I should note that when placing these final stairs I was facing a consistent direction and angle and was aiming at the ground when placing them.
Also, while different coordinates result in different results, removing and replacing a stair always seems to yield the same result (unless changing the direction/angle you're facing), almost as if each coordinate has a predetermined result.

@Roachy: It explains EVERYTHING. It's the orientation of the CORNER blocks that's causing this behavior. Let's take "stair_behavior.png": you see two "circle"s of stairs. The difference being that one has a three-block long line of stairs with no corner stairs, while the other one has corners. Now, as I said, the ORIENTATION of the stair block (FYI if it is facing North, South, East or West) must be PERPENDICULAR to an adjacent stair to turn it into a corner block. THIS INCLUDES INNER AND OUTER CORNER STAIR BLOCKS. So, a corner stair, if its orientation is PERPENDICULAR to another stair, the non-corner stair will become a corner stair. Now, if you STILL don't follow me, look at these:

Without this alleged "glitch" in the works, they look EXACTLY the same. Don't believe me? Try building these in creative, MAKING SURE that you do the N and S blocks FIRST, then E and W blocks.
Now, try placing stairs in front of both, along the edge with the N in the middle.

Observe, the left design with have corner blocks on the edges of the "N" lines, while the right will not.
Ah, I see what you mean now, and I think this makes sense as to the inconsistencies in my images. When I made the multiple circles of stairs, I placed down the outer lines of stairs the same way, and I placed down the inner ring of stairs using the same method, but not probably always starting facing the same direction. I will test this again when I can and post back.
To clarify for myself and any others reading, the non-obvious behavior here is that a corner stair can exist in one of two orientations, depending on which direction it was originally placed. It will look identical in either orientation, however this "invisible" orientation will dictate which transformation style certain adjacent stairs will take on.
ThePhysician2000 has the right of it. As shown in this latest attachment (using 1.8), the oak stairs were placed in a straight row, and then the stone stairs placed to complete the rings. Then the spruce stairs were placed in rows on each side of the ring.
The spruce stairs clearly follow the behavior described by ThePhysician2000.
An unfortunate but inevitable confusing effect of the way stairs transform, but most definitely not a bug.
