[MC-47590] Flowers spawn in caves

Flowers and other plants (i.e. grass) are generated in caves. This is probably not a new issue, but can be clearly seen in spectator mode.

Flower generation below level ~50 should be disabled.

This is not expected behavior and is not intended, @Talven81. That you are moderator doesn't mean that you know best.

Flowers in caves make absolutely no sense and it is a bug. Plus, there isn't even grass, why should flowers be intended?

As far as I can remember, DB said that he likes such quirks to be in the game. Not 100% sure though.
Making sense is by the way not really a thing in this game... 😛
