If you use a splash potion of night vision on a mob, they get the particles. But while spectating as those mobs, their vision is without night vision.
If you have a night vision effect, no matter if the mob has an effect or not, there is no night vision spectating as the mob then either.

If I have night vision on me, the spectator, I do not have night vision when spectating as mobs (regardless if said mob has night vision or not).
I thought that because we get to see "through the eyes" of mobs, that mobs with night vision would be able to see in the dark.
Currently, the only way to see mob filter + night vision is to use super secret settings. I think it would be amazing for Mojang to go the extra step and make spectators have the same visual potion effects as the mobs they impersonate.
I also noticed that if I, under the effects of night vision, inhabit an Enderman, and press F5 either once or twice (to go into 3rd person views), there is no filter and no night vision.
Also, when I applied ANY filter, inhabit a mob (which switches to that mobs filter), and leave, I no longer have a filter...
Seriously, I think it would be loads of fun to use spectator if all this was fixed...
Confirmed for 1.8. Also happens with Blindness and Nausea. However, if the player has Night Vision or Nausea, then they will see its effects while spectating the mob regardless or the mob's potion effects (also the sky won't change color for Night Vision.
I think it's intended as the mob gets the effect not the spectator
