I created an Ice Generator to harvest Ice. This has worked for a LONG time.
I went to check it in this snapshot and all the collected ice melts.
Also, truying to harvest the blocks before they all melted, the ice broke like glass... No block was produced upon breaking with a diamond fortune pick ax. A diamond silk touch produces ice.

Ice blocks over air disappear when broken. That is a feature, not a bug. Only ice blocks directly over other blocks will convert to water blocks (or drop as ice blocks when using silk touch).
The breaking glass sound effect was also added at some point.
Otherwise, I concur with Galaxy_2Alex: check the biome.
I do remember the block behavior now that you mention it, but as you saw, the bug is that the ice is melting without any interaction or heat... All I have to do is verify the biome which I'm fairly sure didn't change.

The Biome did NOT change. You can see the tundra outside the window and the ICE is generating as normal... It's just melting around the outsides.
Perhaps it's because transparent blocks no longer protect ice melt? The ceiling is glass. This would be a new behavior because this farm has operated successfully for months.
1.8 pre-1... This was still an issue... So I mapped exactly which blocks were causing the problem and marked them with red wool. I noticed that when I removed the red wool, the block stopped melting. So I filled the entire building with red wool and then burnt it all out. Now the ice is no longer melting!
Could placing and burning out the blocks fix the errors in the biome by reseting them?
Anyway... I let the farm run for 2 hours afk and no blocks melted. So I guess this is fixed for me.
Weird.
According to the screenshot with the F3 data, there is indeed block light somewhere around that place. Check at the place where the ice melted. It might be ghost lighing somewheren.
Make sure that the biome didn't change.
