[MC-66407] Flower Pots not Updating on Servers

When a player that is not you puts a flower in a flower pot, you wont see it until you update the block by placing a block next to it.

Does F3+A solve this? If so, this is a duplicate of MC-62166.

Is this still an issue in the current Minecraft Snapshot 15w49b or later? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
