I cannpt destribe this bug with words, as it couldn't be replicated last time, so I made a video about it.
Commands I used:

EDIT: This DOES work in Singleplayer but it is bugged in Multiplayer!

No i've tested it! It only glitches when you move in a different direction than the teleport is goin or when you are in air!
This works in singleplayer but buggs in multiplayer...something's fishy there..
LOL. That's exactly what I said. I'm agreeing with you It has nothing to do with direction - meaning, the bug happens if you reverse the command as well.
But I still thinks it's server lag.
Well keeping the report open is a start. Maybe Mojang can confirm if this is a universal problem. I only ran a server on my own PC. We need someone to test this on a dedicated server with plenty of power to verify if it's a bug or just PC specs.
Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases. If this has been done, we can reopen the issue.
Keep in mind that the "Resolved"-Status on this ticket just means "Answered", and that we are waiting for further information on whether this issue still exists or not. We will reopen it as soon as the requested information has been delivered.
I tested this and found it has nothing to do with direction. It seems to be simply server lag. If you change the tp direction, it acts the same if go from it the opposite side.
I'm not sure what to do to fix this as it happens on my own PC.
