[MC-68048] Mob spawner inert mob slower after inserting spawn egg

If you get a mob spawner place it and have mob spawn eggs handy. Keep changing it by right-clicking using different eggs. Then as you add more some mobs will spin slow.

Intended, since changing the mob resets the spawner's timer, which causes the mob to spin slowly.
