When having having wither effect you run into a funny thing whilst taking damage from it, I found it too fun to report but it messes with functionality of something I was making so I decided to report it, here are the commands you'll need to recreate this strange bug.
Note: You may have a lot of fun playing with this before you end up fixing it, but please do of course.
/effect @p minecraft:resistance 1000000 100 true (So you don't die from wither, and fall damage, not actually necessary to recreate.)
/effect @p mine craft:wither 1000000 0 true
Now jump a lot and most of the time if your motion is heading upward you will be launched about 100 blocks in the air, (Don't worry the resistance is level 100 so you won't take fall damage.)
Have fun! But also please fix!

I realized it requires a high level of jump boost as well for it to work, originally thinking it was a coincidence.
I apologize for not being able to explain it will and will simply post a world download, also note I have found other instances where people or entities are taking damage and they will be launched upward as well other then in just this situation.
As you can see in a previous comment I made I said
"the command with the wither command block was set to wither 100 so you could see every time you have a velocity with an upward motion and take damage you all be launched if you set the wither to a lower level it will happen less frequently as you have to time the jumps and when you take damage, but the basics of this bug is that players and entities get upward velocity in their motion tag when they take damage with some sort of motion that's mid-air." notice half way through and towards the end I said "if you set the wither to a lower level it will happen less frequently as you have to time the jumps and when you take damage, but the basics of this bug is that players and entities get upward velocity in their motion tag when they take damage with some sort of motion that's mid-air." I said it doesn't require a higher level and can be set to a lower level.
Probably caused by/related to MC-71781 (the knockback happens upwards sometimes instead of down).

Cannot reproduce. Always landing on the ground while jumping.
