[MC-8199] Mob heads and Pumpkins cannot be equiped by Dispenser / through shift-click

Dispensers are now able to equip armor on players, but they do not work with mob heads or pumpkins.
Also, we can't do shift+click on mob's head/pumpkins to equip them.

Confirmed: Applies to all heads and pumpkins. All armor, including leather that is dyed, is OK.

Because those are originally block "ID'ed" They shouldn't be treated like armour.

Confirmed for 14w11b (tried both ways). Also the dispenser doesn't dispense the mob head at all. I wasn't surprised that it didn't equip it to me but I expected it to at least spit the dropped item at me.

On top of the original behavior of spawning golems, pumpkins & mob heads will auto equip if a player stand in front of the dispenser.

If nothing can be spawned and nobody stands in front of the dispenser, the item will not be dropped into the world. This is an intended behavior.
Same goes for shift-clicking. The fact it doesn't equip is an intended behavior.
