When a skeleton is spawned, whether naturally or via /summon, it cannot shoot its bow. It simply begins the animation, then returns to its regular position, then loops the first few frames of the animation repeatedly.

yeah. wait for a skeleton to spawn, then walk within its radius. It will walk towards you, as if it doesn't have a bow in its hands. Then, the bug happens.
