Iron golem / VillagerGolem creates particles even when not moving

The bug

A iron golem / VillagerGolem creates walking particles all the time, even when it is not moving. This also results in NoAI:1b VillagerGolems creating particles

How to reproduce

Summon a VillagerGolem with NoAI:1b

/summon VillagerGolem ~ ~ ~ {NoAI:1b}

Notes

A NoAI:1b golem, when pushed (or when summoned to ~ ~ ~) will create particles for about ten seconds.
