Natural Thunderstorms sky appears too bright

Natural Thunderstorms sky appears like it's not a Thunderstorm. It almost appears like it's only Rain, but slightly darker clouds. Making it hard to tell if it's rain or Thunderstorm. However a thunderstorm summoned by Commands appears correctly.

How to reproduce:

  1. Let a natural thunderstorm appear (takes a long while)

  2. Observe the natural thunderstorm

  3. Summon a thunderstorm via commands

  4. Observe the summoned thunderstorm.

Observed Results: The natural thunderstorm appears like it's just rain, and the summon thunderstorm appears dark.

Expected Results: The natural thunderstorm should appear like the summoned thunderstorm.

Could reproduce in 1.16.210.

As of 1.17.34, the Natural Thunderstorm sky is now just the same as normal Rain. Because of this, we can no longer even tell a difference if its a Natural Thunderstorm or just Rain until we see or hear Thunder, or observe a Lightning Rod.

Can reproduce in 1.21.31. In fact, the issue might be worse now.

I was walking around in a desert village, noticed it was overcast, and thought I heard a husk. The ground and horizon were still pretty bright, so I was confused. I looked around, and sure enough, I saw a husk from far off attacking a villager. I turned to walk down and kill the husk, but then I realized there were two more husks in the distance. Er, three? Did another just spawn? Suddenly, a husk began attacking me, and a zombie did too. I closed the software without saving.

I came to the conclusion that there must have been a thunderstorm. I created a different world using the desert village template, and used a command to create a thunderstorm. I did not use a night vision potion. Monsters started popping up, even though it didn't look that dark. Notice how the horizon looks like a clear sky in the photos, unlike in the original post. I did notice it looked a little darker than the natural thunderstorm.

The Minecraft Wiki states that during thunderstorms, the sunlight level is set to 10, but is considered 5 for spawning purposes. It doesn't make sense that the light level should look so high and yet monsters still spawn as if it is so low. If I wanted to be surprise-attacked by monsters, I would go spelunking. Please fix this. Thank you.
