[MCPE-12277] Snow doesn't make side texture of podzol and mycelium into snowy

Snow when placed on top of mycelium and podzol doesn't make the side texture into the snowy texture.

I don't think dirt and coase dirt are supposed to be able to be snowy like grass. This is not the case on java. So dirt and coase dirt are probably intended.

Podzol does not have two states for normal/snowy in terrain_texture.json so that has never been a thing on bedrock, but Mycelium DOES. But it's just not working.
