When trying to zoom out on map by combining paper and fully explored map section, entire map changes to a tan color.
edit: This appears to be specific to a win10 server with non-win10 clients. I expect the reason why is because the way to create a zoomed out map in win10 (crafting table map surrounded by 8 paper) is different than in iOS and Android (anvil map + 8 paper). Thus clients using the iOS and Android methods confuse the win10 server that doesn't accept this recipe.

Tested in MCPE 0.14.2 using:
Samsung Galaxy S6 (SM-G920W8), Android 5.1.1
Asus B121 Tablet Touch & pen enabled, Win10 Pro (64-bit) build 10240 and
Apple iPad3 (MC705C/A) iOS 8.4.1 (12H321)
Only when the win10 tablet was the server would zooming out a map on the clients yield a blank (all tan) map. When the server was the iOS or Android device, zooming out worked fine. This held true regardless of whether por not the map had been combined with a compass.
I could not reproduced this bug in single player on any of these devices.

I have this issue using Windows 10 client 1.0.2 in my realm (survival). It also occurs in creative mode in local/LAN games. When I tried to scale up a map I got empty map.
Update 2/4 –
I just realized that I am supposed to use the crafting table to scale the map, instead of the anvil (which I used in Pocket iOS client). Using anvil with map in the first slot and 8 papers in the second slot results in empty scaled map, in Windows 10 client in my realm. I'll try the crafting table later this weekend to see if that works.

Okay... Successfully scaled the map using the crafting table on Windows 10 client in my realm. The anvil approach should be PE specific... It is quite confusing when two compatible version use different ways to craft something. Maybe should make the anvil approach work in Windows 10, too?
Just a quick update. I tried Robert's suggested work around of switching to "classic" mode to zoom out the maps and this works for me too. However the new maps when zoomed out to maximum scale overlap with my original map (made in PE mode)... which is the fully explored one. So I am exploring again on the newly made maps so that I can eventually tile them properly.
This is in Realms on a Samsung Galaxy Note 10.1.
Yes, I concur with Baxter that when zooming out, all previously explored area returns as unexplored on the map. It's only mildly frustrating compared to the empty map though...
Confirming that this is still present in PE1.0.2 using a Nexus 10 and Samsun Tab 4, on a Realm server.

I think they could add the combination of map and scissors on the anvil to make zoom out
