Monster mobs are spawning in properly lit areas, even if you don't go far enough that the chunk reloads (therefore, not the issue that's affecting lighting with torches)
As can be seen in the screenshot, there is sufficient lighting and a creeper standing in that space. There is no way for it to have fell there as the given space is 70-80 blocks off the ground, additionally there are no blocks or anything around the given structure that would enable it to climb up to this location.

The torch to the right is diagonally 5 blocks away - that's within 6 is it not?
But yes, they're spawning within 6 blocks as well, on the platform that holds the building in that image, however those ones are not something I can get a picture of, I've had them throw me off the edge for trying, resulting in instant death.
Light level goes down by 1 every cardinal direction away from source, so it goes down by 2 for diagonals - see attached picture.

@merek, the fact that the green goes 2 blocks in one direction and 3 in the other.. smh.. this makes me question how bad the first one was that that's the better one...
Anyway, I just noticed, as can be seen by the whiteness on the front wall, there's an additional torch on the front of the structure that should be within range to affect things as well.
I've noticed this in my beacon mine, where I have a torch grid layed out so there are 5 blocks between every torch, and they're all on the ground (I've noticed it in parts of my base that were spawn-proof before as well). Mobs spawn very infrequently, but it still happens. They're not falling from the ceiling or anything, I've watched them spawn, and it looks like they're only spawning in the middle of each square of the grid, so I'm guessing the problem is that they can spawn at light level 8 now. I've only noticed it in the 1.17.3 update.
I have had the same problem. I have an underground bunker under my house, fully lit by torches and multiple mobs keep spawning despite the fact there is no way for them too.(this included 4 creepers all together who decided to blow up my base : )
In 1.18.0 monsters now require light level 0 to spawn. Please let us know if there is still a problem. I am resolving this ticket "Awaiting Response."
It wasn't happening very frequently for me so it could still be a problem, but as far as I've seen so far this is resolved. It's worth noting though that the lighting requirements for mob spawns didn't change for sky light in 1.18 (just block light), so this could still be happening for sky light.

Based on visible torches, the light level at that block is 5 or 6, which is low enough for mobs to spawn. Torches have light level of 14, and each step away reduces level by 1. If you place torches so that no block is more than 6 blocks from a torch do mobs still spawn?
