Water fog distance takes too long to start increasing

The underwater fog now increases distance with time instead of staying the same from beginning to end.

However, it takes too long to start in comparison to Java Edition. While on JE it starts increasing as soon as you enter the water, on Bedrock it takes about 3 seconds to start.

Using a stopwatch, I found that I could see glass blocks 30 blocks away after 6 seconds, and I could see sea lanterns 50 blocks away after 24 seconds. 24 seconds seems like an unreasonably long time to gain full visibility.

@unknown - That's not the issue described in this ticket, this ticket is about the fact that the visibility increase only starts after 3 seconds as opposed to being immediate.

I did a more thorough investigation, and the time it takes to get to 50 blocks is directly tied to the distance of the fog itself, which would be MCPE-125147.

I see that now. During those 3 seconds the brightness of the water increases, but the visibility distance does not decrease. I think this issue may be caused by MCPE-86892. What I am seeing as a change in the brightness of the water is actually the fog transition, and the fog does not begin to recede until after it fully transitions, which takes a few seconds.

Affects 1.19.22 and 1.19.40.20

I added a video which shows how much time it takes for the fog to reach a certain number of blocks.
