Redstone dust must be facing towards the object the power it, as there is no quasi-connectivity in MCPE.

I placed the dust to face the rail but it put connections facing the repeater by itself and will not change

Kaleb this is a bug as it powers blocks around the dust but not the rails.

Ok, it has been reopened.

OK here is a simple example that shows this behavior in the PE version.
I build a simple cross with a powerrail in the middle. On each of the outside blocks I place redstone dust. I then put a lever on the outside of each block and switch them all on and the power rail is still off as you can see below.
NOTE: If this done the exact same way in the PC version the power rail activates with any/all levers

Affects 0.15.10 & 0.15.90.8 (0.16.0 beta build 5).

The bug was only partially fixed in 0.16.0. As of 0.16.1, there are still some cases where the rail will not be powered. See newly-attached screenshots.

I have discovered that the bug WAS indeed fixed in 0.16.0, and what I thought to be proof that the bug was still occurring was actually a previously-undiscovered bug, MCPE-18114. I have removed the screenshots relating to that bug and will now close this issue as fixed.
