Many files in the development packs folders makes the game extremely slow to launch

The bug

My game takes over 30 seconds to reach the loading screen, and I just recently figured out the cause: packs in the development_behavior_packs and development_resource_packs folders. The more files you have in the pack, the slower launching the game becomes.
It doesn't even matter if they are legal pack files or not, so it's not parsing or validation that's slow. In fact it doesn't even matter if the folder is a valid pack – removing the manifest file doesn't prevent the stall.
Note that the normal behavior_packs and resource_packs folders don't appear to have this issue, however using them is not an option for me because closing and reopening Minecraft entirely in order to reload changes is a non-starter.

How to reproduce

1. Download the attached behavior pack. It has 66,000 extremely small files in it
2. Unzip it in the development_behavior_packs folder
3. Launch the game

Expected behavior
It launches in under 2 seconds with a modern PC

Actual behavior
You're staring at a gray screen for multiple minutes

It is. I've attached a video demonstrating my launch times when following the provided steps. I hope it helps. It takes Bedrock nearly four minutes to launch under these conditions. With my computer's specs, I expect the game to fully launch in under two seconds. Java Minecraft takes around three.

Methodology:

  1. Configure development_resource_packs folder as specified in the table above.

  2. Restart computer.

  3. Log in.

  4. Select Minecraft Bedrock icon and start a timer. The above tests were performed on 1.21.21.

  5. Once the start screen is visible, stop the timer.

Assume a Β±1 second margin of error as I was not perfect on the timer.

The loading time is most correlated with the Total Number of Files in Folder as the original report says:

I cannot reproduce this issue anymore in 26.0.27 preview. I put 27 resource packs (in total, 24,884 files, 570 MB) in the folder and the game still launches instantly.
