If particle_effects is used in a custom animation with a respective locator on a model and this model is attached to an entity via an attachable, the particles will play at position [0,0,0] as if the locator did not exist.

When I use the addon it gives a content log error

Please resolve this error and then see if the reported issue still occurs.
I made another addon to demonstrate the issue. I confirmed it is still present in the latest release (1.20.62 at the time of writing)
[media]This addon adds a custom item called "Big torch", displayed as an attachable. There should be fire and smoke particles spawned at the extremity of the torch from an animation, and an animation controller, at a locator. But the emitters are stuck to the base of the player's neck:
