Steps to reproduce this issue:
Open Minecraft 1.21.90.26.
Create a world, and summon some Happy Ghasts.
Update Minecraft to 1.21.90.27.
Try to interact with the Happy Ghast.
Expected result:
They would act like a normal/new summon Happy Ghast.
Actual result:
You can hurt them or stand on then, but cannot ride on them, or equip/remove harness for them, and they wont be tempt by snowballs and harness held by players.

No, I just tried with a fresh installed 1.21.90.26, create a world in creative mode and don’t change any other options, summon some happy ghast, copy this world to fresh installed 1.21.90.27, and this issue will happen.

After consideration, the issue is being closed as Won't Fix.
Please note that this is not the same as Working as Intended, as this bug report correctly describes behavior in the game that might not be the intended or desirable behavior, but it will not be fixed right now. Sometimes, this is because the issue reported is minor and/or impossible to change without large architectural changes to the code base.

Can confirm, This can be also reproduce with Importing worlds from 1.21.80 with Experimental summer drop enabled.
