The 26.0.27 preview stated that incorrect panorama movement direction in the main menu has been fixed.
This is not true. The panorama still rotates counterclockwise while a resource pack is applied, when it should be rotating clockwise, as it does when no resource packs are applied.
To Reproduce
Enable Screen Animations in Settings → Video.
Disable all resource packs in Settings → Global Resources.
Return to the main menu.
Observe the movement direction of the panorama. The panorama rotates clockwise when no resource packs are applied.
Download, import, and apply the attached panorama-sample-pack.mcpack in your Global Resources.
If you are unable to apply resource packs normally due to MCPE-233214, please follow these steps:
Navigate to Settings → Global Resources → Apply resource pack.
Exit settings. The pack will not apply. This is okay!
Load into a world.
Exit the world back to the main menu.
Navigate to Settings → Global Resources.
If the pack is visible in your Active section, the workaround succeeded.
Close the game (Alt+F4)
Reopen the game.
The pack should now be applied.
If this workaround also failed, you will have to replace global_resource_packs.json in the minecraftpe folder with the following after importing the sample pack. This will force the game to enable the sample pack the next time you launch the game:
[ { "pack_id" : "23e19334-1db5-4777-bf1d-87304404924a", "version" : [ 1, 0, 0 ] } ]
Return to the main menu after applying the pack.
Observe the new movement direction of the main menu panorama. It is now rotating counterclockwise - the opposite direction as it did when there were no resource packs applied.
Observe that this means the panorama movement direction is still incorrect.
Expected Result
The main menu panorama rotates clockwise all the time. This matches the 26.0.27 changelog.
Observed Result
The main menu panorama still rotates counterclockwise when resource packs that affect the panorama are applied, contrary to the fix listed in the 26.0.27 changelog.

The bug report that they linked in the changelog seems incorrect because MCPE-225208 has nothing to do with the direction of panorama rotation. The only incorrect panorama rotation in the game right now is the issue in this report.
The fix mentioned in the changelogs is about the incorrect rotation of the vanilla panorama (which is reported in MCPE-229841), so the fix mentioned in the changelog is correct and present in-game, they just incorrectly linked to the wrong bug report.
Although I still prefer if Mojang reconsider this and reopen this issue (or the parent issue that this bug report duplicates), as having different panorama rotations while using a resource packs that has custom panorama is just weird.
I don’t think this report should be resolved as a Duplicate since the changelog from 26.0.27 clearly shows an attempt to fix this issue. The issue described here is an inconsistency between a changelog from last week and the in-game panorama. A bug report resolved over 2 years ago should not have any bearing on the fact that the changelog from last week describes a fix that isn’t present in-game.
