My friend is on Xbox One
I am using both Windows 10 and Xbox One.
I have encountered this issue in these configurations:
My Win10 connecting to friend's Xbox
My Xbox connecting to friend's Xbox
Friend's Xbox connecting to my Xbox
In all cases, everything works fine for the host. The remote player will connect and spawn just fine. They can move around, their tamed wolves will follow them and attack mobs. They cannot pickup any dropped items. When they mine, their arm animates, but the block does not animate. The block still disappears after the appropriate amount of time on both host and remote screens, but there is no item dropped. If the remote player steps into the mined out blocks, everything will appear normal for them, but the host will be told they suffocated in a wall.

good point...I'll check that next time we're both online. If that's the case, it's still a bug because it should block the guest player from doing anything. You're theory sounds like its part of the problem, except one of the worlds we tested with was an existing world where we both had build permissions. It's almost like the client thinks it has permissions for building/etc but the host says it doesn't.
Good point about the client and server disagreeing about permissions. There is currently an issue, MCPE-29863, which might be involved. We expect it to be fixed in 1.2.9, which should be out soon. I would be interested in whether this behavior changes after that.
Cleaning up old tickets: This ticket has not been updated recently (~1 year+) so is being closed as Cannot Reproduce. If you feel this is still a valid issue then please comment, or create a new ticket following the Issue Guidelines.

this isnt a bug, your friend may have you set as a visitor, when you pause the game you should see players on the right side of the screen with icons next to them, yours should be a hand waving (visitor), it just needs to be changed to the star icon (member).
