It's seems to be virtually impossible to get a mending book from fishing since the last few updates.
I have been fishing for a month without getting a single mending book.

I had to sync the same world twice to get the fix for horses and in both worlds I spent hours fishing for mending books to put on my gear. I have a full set of mending gear in one of those worlds just from fishing up mending books after a few hours of trying, and in the other world I'm just short two books for my helmet and sword.
I find it harder to fish up mending books in the regular Xbox One version than in the Bedrock edition

The amount of fishing I did with no mending books makes me think it's more than just luck.
Well that's great and all for you, but meanwhile I've fished enough to fill my inventory purely with fish 3 times over and not a single mending book anywhere. That's probably not luck.
I should say that mending still comes on the bows and fishing rods though.
In my world I have fished for a total of around 5 hours and have never seen any mending books. I checked the wiki and any enchanted book is fished 1.9% of the time. Villager trading is likley more unreliable too due to how villagers work and have always worked. So how I treat mending is that it’s impossible to obtain no matter what. The only way to get it is through a few select loot chests. Thats it. It spawns so rarely and is so hard to get that if they removed it from being survival-obtainable, nobody would even notice because they would never find it anyways.
So I can absolutely confirm this on my iPad Pro on 1.16.0. I understand Mending is rare but when it is the most rare thing in all of Minecraft yet is the #1 most in demand enchantment I feel there is an issue. (I say make them spawn in end cities but thats just my thoughts.)

I can confirm that this isn't a bug, it's just your luck because I got a mending book from fishing a couple of days ago
