when loading into a multiplayer world the host cannot change the gamemode for the players connected, only there own. Currently anytime other players try to connect to a world they are stuck in the mode that the host had last set before this patch.

I was not able to reproduce this problem.
To let your guests change their own game mode, you must give them Operator permissions.
To change another player's game mode yourself, after they have joined the world, you must use the /gamemode command, and cheats must be enabled.
If you cannot resolve the problem with this information, Please comment to tell us what you tried and what happened.
Edit: There is a report that in Realms, players whose permissions have been changed will revert to having the default permissions on rejoining. This doesn't sound like exactly the same issue, but it may be related to MCPE-26842.
