What I expected to happen was...:
Mining would continue without issue
What actually happened was...:
Instead, my hand started shaking and the tool would not longer work. I have had this happen with a shovel and pickaxe.
Steps to Reproduce:
1. Mine with a shovel or pickaxe (horizontally or vertically) and a haste 2 beacon
2. After a random number of blocks mined you hand will shake and blocks will no longer break

Want to add that normally I work out of my realm but due to issues today with the realm I downloaded my world and played offline (Windows 10) and this issue disappeared with all of my tools with mending. For me, it appears, it is only occurring in Realms.
I would like to add that this issue doesn't seem to be specific to tools with Mending. I've experienced the issue during the course of normal gameplay with pickaxes, shovels, and bows - with and without Mending.
I experience this issue very frequently - most often in the Nether using high efficiency picks on netherrack. But the issue happens while using other tools in the nether and the overworld alike. Second most frequently, I would say, is the bow. While firing, occasionally the bow will shake rapidly as if it were being switched out with another tool in the hotbar several dozen times per second. (It doesn't appear that this is actually happening, as only the bow or tool in question is shown - but it appears as if the holster animation is rapidly repeating.)
I have experienced this issue in both the Windows 10 and Gear VR editions.
I know this happens to me when I'm playing in my realm, when Mining with my Diamond Pickaxe(Mending,Efficiency V, Fortune III, Unbreaking III) and fishing with my enchanted Fishing Rod(Luck III, Lure III, Unbreaking III, Mending). And, similar to josh's experience, this happens when the tools collect XP for Mending. I tried testing a normal fishing rod on a local world, but had no luck reproducing the shaking. I haven't tested with the other tools, either in the Realm, or on local worlds.

This happens on local single player as well. I can regularly reproduce this while mining and fishing.

Just because someone doesn't comment doesn't mean it can't be reproduced. Our responsibility is to report bugs and it is the team's responsibility to identify the issue. The moderators here seem to believe the appropriate action is to leave issues here until to grow idle to give tge appearance of a resolution and it is simply wrong! This is a waste of our time and effort in creating bug reports.

Now this is STILL an issue! To recreate utilize mending armour and mending tools together. The experience doesn't properly disperse to tools while wearing armour! Simple enough to test right. Wear armour with mending and have tools with mending that need repair. The armour mends properly but tools do not until you remove armour. Now the tools mend correctly. Now put armour back on and you have fully mended items.
Confirmed occurs on Xbox One, Windows 10, and Android platforms. Version 1.2.13. Enchanted tools with mending (tested diamond pickaxe with efficiency V, unbreaking III, and mending as well as fishing rod with luck of the sea III, lure III and mending) and it occurs when the XP is actively mending the tool. Sometimes it resolves itself and sometimes you need to switch tools. Sometimes it affects the usage of the tool and other times it does not. For me it occurs without a beacon.
