One would expect to be able to, but this is not the case. Placement functions fine if the sea grass is not in the way.

Confirmed on Windows 10 1.4.2.0.
Every other non-solid block I tested replaced seagrass (dropping nothing), provided it could be placed on the block below the seagrass. The coral fan was the only exception I found.

Still occurs in 1.17.30. You can replace seagrass with coral, coral block, or their dead variants, but not with coral fan or dead coral fan.

After consideration, the issue is being closed as Won't Fix.
Please note that this is not the same as Working as Intended, as this bug report correctly describes behavior in the game that might not be the intended or desirable behavior, but it will not be fixed right now. Sometimes, this is because the issue reported is minor and/or impossible to change without large architectural changes to the code base.

It sounds like you're trying to place the coral fan where there is already seagrass, and expecting the seagrass to break and drop or disappear. Offhand I can't think why you would expect that to happen. Is there a similar mechanic you're thinking of?
