All fish buckets cannot be placed into item frame when the frame is put in the water, and instead it will release the fish in the bucket. That's annoying.

Was the frame highlighted or outlined when you clicked it? Maybe you were clicking on the water or the water was in the way.

This problem doesn't happen in Java Edition. I can not put any fish bucket into the item frame when it is in water or flooded by water. The bucket will release the fish into it instead.

Yes, I click the frame when it highlights.

1. Create a 2 tall, 3 by 3 pool or go inside an ocean.
2. Place an item frame in the water.
3. Make sure you are in the water, facing the item frame.
4. Try to place the fish bucket in the item frame.
