Right clicking an interactive block with an item that can be used on liquids through a liquid uses the item in hand instead of interacting with the block

The bug

If you right click an interactive block through water while holding an item that can be used on it you will use the item instead of interacting with the block.

The following items can be used on water:
Spawn eggs
Lily pads
Empty Buckets
Fish buckets
Glass bottles
Boats
Frog Spawn
The following items can be used on lava:
Spawn eggs
Empty Buckets
Boats

How to reproduce:

1. Dig a hole 2 blocks deep

2. Place a crafting table

3. Place water on top of it

4. Hold one of the listed items in your hand

5. Don’t sneak

6. Right click
   ❌ You will use the item in your hand on the water instead of opening the UI of the crafting table.

Expected result: You should interact with the crafting table. When looking at an interactive block while not sneaking, you should always interact with the block, no matter what item you are holding in your hand.
